Rules & Restrictions
The following event rules are intended to help produce and direct a large-scale event, to ensure the safety of all participants, to meet the requirements of local government permits, and to be compliant with applicable USA Track & Field (USATF) regulations for participant performance records and event liability.
Registration
- Each participant must sign an event waiver before participating in the event.
- Race packet will not be issued to participants if the wavier is incomplete.
- Registrants under 18 years of age must have the applicant waiver signed by a parent or legal guardian.
- The age of a participant on the day of the race determines his or her age category classification.
- The Statesman Capitol 10,000 has a NO REFUND policy. ENTRY FEES, ANCILLARY PRODUCTS, AND DONATIONS ARE NOT REFUNDABLE FOR ANY REASON. The no refund policy is stated here, and you are required to check a box and sign that you agree to this policy on your registration form. There are NO exceptions. Any inquiry regarding this policy will be directed back to this statement.
- The New EnMotive Registration Protection Plan is designed to provide confidence that your registration fee can be recouped due to an unforeseen event. Please read complete Plan information for qualifying events that are protected. The protection plan must be purchased at the time of registration.
- The Statesman Capitol 10,000 has a NO TRANSFER & NO DEFERRAL policy. ENTRY FEES MAY NOT BE TRANSFERED for any reason. Athletes may not give or sell their entry to anyone else. Any athlete who is found to have given away or sold their race entry could be permanently banned from competing in this and other events. ENTRY FEES MAY NOT BE DEFERRED for any reason. Athletes may not postpone their registration or participation to a future date.
- We are pleased to offer convenient packet mailing services. This service must be purchased separately for the live event. This service is included in the registration fee for the virtual event.
- Finishers’ medals are only available to participants who cross the race finish line. Finishers’ medals are not guaranteed as part of the registration into the live event. Finishers’ medals are included in the virtual race packet.
- There is no race day registration or packet pick-up.
Participant Bib
- Your official participant bib, which displays your race number, must be fully visible at all times and worn on the FRONT of your torso on your outermost garment.
- Participant race number bibs are specific personal identifiers and may not be exchanged with or transferred/sold to any other person.
- At the time each participant’s bib is assigned a label with a corral letter, start time, and participant’s name will be printed and placed on the front of the bib.
- The timing device (B-Tag) is attached to the back of your bib. To ensure an accurate time, do not fold or wrinkle the bib or cover it with a jacket, runner belt, water bottle, or any other item.
- The sale and/or transfer of race entries/bibs are strictly prohibited and will result in the disqualification and/or banning of any individuals involved from future events.
- Medical information and emergency contacts must be filled in on the back of your bib number.
- Do not alter the bib number in any way.
- The official photographer for the Cap10K identifies participants by their bib number, so be sure your number is clearly visible on the front of your torso.
- Be sure to fill out the Emergency Contact Information on the back of both yours and your child’s bib. On the back of the child’s bib, indicate the bib number of the person accompanying the child to the race, along with their cell phone number. Please write the child’s bib number on the back of the adult’s bib. Decide on a meeting location in the event you are separated. Select your meet up location and discuss it with your child. Write it on the back of your child’s bib to help race organizers reunite both parties. Please contact a race official or visit an Information Services tent for additional assistance.
Starting Corral
- Each race number bib is alphabetically labeled to correspond to one of six starting corrals.
- Each starting corral has a specific starting time which is also printed on the bib.
- Participants are required to start in their designated corral.
- Starting in an earlier corral will result in disqualification from the race and no finish time will be recorded.
- Participants may move back a corral letter but are not permitted to move forward a corral letter.
- Groups that want to participate together must join the member with the lowest corral letter.
- Corral entrance gates close five minutes before the corral’s assigned start time.
If you miss your corral start time you can ONLY start at the next available open corral. - A registrant’s estimated mile pace is used to categorize their corral assignment.
- Corral assignment based on fastest to slowest estimated mile pace is not guaranteed.
- For the protection and safety of all participants, the presence of baby joggers and animals in corral A or B is prohibited.
- Joggers and pets will not be permitted to enter corrals A or B, regardless of their corral bib assignment.

Starting Line
- Participants are responsible for arriving at the start corrals assigned to them, based on their best pace, and entering at the designated corral entry points before the corral closing times.
- Runners may move back to a slower corral but may not move forward to a faster corral.
- Any participant who climbs over a barricade or otherwise enters improperly may be disqualified.
- For participant safety, once a corral is closed for entry, late-arriving participants must report to the last corral.Cap10K reserves the right to restrict individuals from starting late for safety reasons.
- Please follow the instructions of event officials when entering corrals.
- Anyone who is seen urinating or defecating in a corral may be disqualified and/or suspended from future Cap10K events.
- Baby joggers/strollers are permitted. For the safety of children and other participants, parents pushing baby joggers are STRONGLY ENCOURAGED to start with Corral-D Family Area. Baby joggers positioned in a manner that creates an unsafe obstruction will be removed by race officials.
- Participants are allowed to run with a leashed dog. Leashed dogs are NOT allowed in Corrals A & B regardless of the owner’s corral assignment. Austin Police will immediately remove any animal displaying aggressive behavior.
- Participants must follow instructions as given by all event officials including race staff, volunteers, medical personnel, security officers, and city officials throughout the duration of the event.
Timing
- Your official (net) finish time is recorded by the timing system from when you cross the starting line to when you cross the finish line.
- This time determines the order of finish and age-group award winners—except the top finisher awards, which are determined by gun time (the time from the starting horn until the runner crosses the finish line).
- Participants without a Start, 5K Split and Finish Time are not eligible for age group awards.
- Start timing mats will be removed after the last corral starts the race unless the size of the field warrants keeping the start open longer.
- After the start has closed, net times will not be recorded. If a runner starts after the timing mats have been removed, no start time will be added.
- Any person participating in the event without a current official event bib number or timing device or a bib or timing device not officially assigned to him/her is subject to removal and disqualification from future events.
Race Course
- The Statesman Capitol 10,000 is conducted on USATF-certified courses.
- Participants must stay within course boundaries at all times. The course is typically marked by barriers, traffic cones, delineation, and/or other markings.
- Participants must recognize and understand event signage and symbols relating to the course, directions, and facilities, and must follow the instructions of course marshals and event officials. Failure to do so may result in disqualification.
- The 10K course will close on a gradual schedule based on a 2:00:00 finish time (approximately a 20-minute/mile pace). Participants will not be allowed to start the race after the starting line closes at 8:50 a.m. It is imperative that participants maintain a 20-minute per mile pace so that the closed course can be reopened to normal vehicle traffic.
- Race officials and local law enforcement will strictly enforce this policy.
- All participants are expected to conduct themselves in a professional and courteous manner during their participation in the event. This means, for example, that urinating or defecating anywhere on or near the course shall be strictly prohibited except in toilet facilities.
- Anyone violating rules of conduct shall be disqualified from the event and will be asked to leave the course.
- No persons are authorized to be on the course unless they are registered participants or authorized event staff.
- Therefore, no person shall be allowed to accompany a participant if he/she is not registered in the event, nor shall any participant be allowed, without the permission of the event management, to receive assistance or refreshment from anyone during the progress of the event.
- Any person not properly displaying an issued current official event bib number will be directed to leave the course.
Open Teams
- Team registration is only available online.
- The cumulative finish times of the fastest 10 team members will be added up to create a team time.
- Team time determines the winning team (finish times are based on Chip Time).
- Teams that do not have at least 10 team member finish times are not eligible for the Fastest Team award.
- There is no maximum number of team members.
- Team members are eligible for individual age group awards and are able to place in the overall results.
- Team members must be registered with a team to be eligible for team awards.
- Teams must have 35 registered members by 3/17/2024at 11:59 p.m. to qualify for reserved team table at the Finish Line Festival.
- The first 40 teams to reach 35 members and opt into a team table, will receive a reserved picnic table with an umbrella at the Finish Line Festival.
- Only the Team Captain has the discretion to opt into bulk team packet pick-up and team table.
- If you are registered as a team member contact your Team Captain for specific packet pick-up instructions.
- Only the Team Captain or pre-determined designee can claim bulk team packets.
- If you are the Captain and would prefer to pay in bulk for team members’ registration, see instructions under Team Management for Bulk Payment Agreement.
School Teams
- Team registration is only available online.
- The School Challenge is reserved for students and school faculty only. Parents and relatives are encouraged to create a separate team.
- Team Captain must register first before team members can assemble under the team name.
- New this year, girls and boys will be scored separately for awards. Girls division team champions are separate from boys division team champions.
- The cumulative finish times of the fastest 5 students will be added up to create a team time for each gender.
- The first 5 girls’ and first 5 boys’ finish times are used to creating team time.
- Teams must have a minimum of 5 girls or 5 boys’ finish times to be eligible for the Fastest Division Team award.
- There is no maximum number of team members.
- Team member age groups by division: Elementary 5-10; Middle 11-13; High 14-18.
- School administrators’ times are not counted towards team time.
- Team members that do not conform to age groups will be removed from the team score.
- Team time determines the winning team (finish times are based on Chip Time).
- Team members are eligible for individual age group awards and are able to place in the overall results.
- Team members must be registered with a team to be eligible for team awards.
- Teams must have 35 registered members by 3/17/2024 at 11:59 p.m. to qualify for reserved team table at the Finish Line Festival.

Athletes with Disabilities
The Cap10K welcomes all athletes of all abilities to participate in the event. It should be noted that the event’s course topography and traffic control plan make this event particularly challenging for athletes in general, and disabled athletes in particular. The race route includes several areas with long uphill and downhill sections with sharp turns and uneven road surfaces, including speed bumps.
It is imperative for all participants to complete the event within the designated running lanes and within the allotted course closure times of three and a half hours (3 1⁄2) in the 10K (6.2 miles) race. Participants not maintaining the pace to finish within these times will be directed to move onto the sidewalk by race officials and the finish line will not remain open beyond these finishing times.
Ventures Endurance will comply with applicable USA Track & Field (USATF) and World Athletics
regulations for participant performance records and event liability. The below are adopted from the World
Para Athletics rules and regulations.
Athletes with Disabilities (AWD) – Visually Impaired Athletes, Adaptive (Guided) Athletes, Blade Runners, Pushed Athletes, Push Rim, Racing Chair, and Hand Cycles
- AWD athletes, using permitted reasonable accommodations, must be capable of completing the full race distance within the event time limit requirements.
- AWD athletes must notify the Race Director a minimum of 20 days prior to the event to participate.
- AWD athletes must obtain a bib labeled ES (Early Start) to qualify for our events. For approved AWD athletes who notified the Race Director a minimum of 20 days prior to the event, an ES labeled bib will automatically be assigned at bib pick up.
- Pushed athletes and coaches/pushers must meet age minimum requirements. If the pushed participant is not at the minimum age, a waiver must be signed by the parent or guardian.
Visually Impaired, Adaptive Athletes, Blade Runners, and Push Athletes
- Athletes must be harnessed in a lap belt at a minimum while sitting in a wheelchair.
- Athletes are responsible for providing their own guides. An athlete may have no more than 3 guides.
- Guides are to stay to the right and advise others when passing.
- Guides are to announce when approaching other athletes.
- Guides for Adaptive Athletes are not required but encouraged.
Push Rim Athletes
- The wheelchair can have two (2) large wheels and up to two (2) small wheels. The small wheels must be at the front of the chair.
- No part of the main body (defined as vertical plane of the back edge and wheels including the seat) of the wheelchair may extend forward beyond the hub of the front wheel and be wider than the inside of the hubs of the two rear wheels.
- The maximum height from the ground of the main body of the wheelchair shall be 50 cm. No part of the wheelchair may protrude behind the vertical plane of the back edge of the rear tires.
- The maximum diameter of the large wheel including the inflated tire shall not exceed 70 cm. The maximum diameter of the small wheel including the inflated tire shall not exceed 50 cm.
- Only one plain, round push rim is allowed for each large wheel. No mechanical gears or levers can propel the wheelchair. Only hand-operated, mechanical steering devices are allowed. The participant must be able to turn the front wheel(s) manually both to the left and to the right.
- The use of fairings or similar devices specifically designed to improve the aerodynamic performance of the participant in the wheelchair are not permitted.
- All athletes must wear a protective helmet, undamaged and unaltered, which meets or exceeds the safety standards of the Consumer Product Safety Commission (CPSC) and which is clearly labeled by the manufacturer as satisfying such standards. Helmets not labeled as approved by the CPSC, but meeting one or more of the following standards: Snell B-90, Snell B-95, ASTM 1447-12, CEN European Standard, Canadian Standards Association, Standards Australia/Standards New Zealand AS/NZS, and Japanese Industrial Standard JIS, may be used by athletes residing outside of the United States. Removal of a helmet cover, if required for that helmet to meet such safety standards is an impermissible alteration rendering the helmet non-compliant.
- The helmet must be properly placed on the head and fastened before the participant enters the Start corral or area and at all times when the participant is on the racecourse.
- Any violation of these helmet requirements will result in disqualification. A participant will not be disqualified if his/her helmet strap unintentionally and temporarily becomes unattached, and the participant immediately comes to a full stop and reattaches the strap and replaces the helmet while fully stopped.
Hand Cycles
The Handcycle Division is an exhibition event and is not a competitive race division. There are no awards or prize money for this division. Handcycle results will be posted for informational reasons only.
Handcycle Specifications
- Ventures Endurance reserves the right to institute a maximum speed limit for handcycles.
- A handcycle is either an arm-powered, arm-trunk-powered, or kneeling position, three-wheel device with an open frame of tubular construction. No motorized wheelchairs or “trikes” or any wheelchairs or handcycles that a participant cannot “propel” over the marathon course by himself or herself will be accepted.
- Any chair or device that is powered by the participant’s legs is a bicycle/tricycle and not permitted.
- The single wheel may be of a different diameter than the double wheels. The front wheel, or wheels, shall be steerable; the single wheel, either front or rear, shall be driven through a system comprising handgrips and a chain.
- The handcycle shall be propelled solely through a chainset and conventional cycle drive train of crank
arms, chain wheels, chain, and gears, with handgrips replacing foot pedals. It shall be propelled from the hands, arms, and upper body. - In the recumbent position, the athlete must have a clear vision. The horizontal of the athlete’s eye line must be above the crank housing/crankset, when he/she is sitting with his/her hands on the handlebars facing forward at full extent, the tip of his/her shoulder blades in contact with the backrest and his/her head in contact with the headrest, when applicable. A quick-release body harness is permitted.
- In the kneeling position, the Participant’s legs and feet must be supported and protected from the ground surface.
- Handcycles must have two independent braking systems.
A handcycle shall not measure more than 250 cm in length. Its maximum width shall be 70cm overall. - The largest chain ring shall have a guard securely fitted to protect the rider.
- Leg and footrests shall be fitted as necessary, with a secure means of protecting static lower limbs from all moving parts.
- Hand cyclists must wear shoes or sufficiently stiff foot protection which covers completely the foot, for security measure, unless the handcycle has a shell/structure which allows the feet to rest with no risk of coming out. In such cases, athletes should at minimum be wearing socks. In all cases, the feet should also be fixed to the bike with some sort of device which prevents the feet from falling out of the footrest.
- All athletes must wear a protective helmet, undamaged and unaltered, which meets or exceeds the safety standards of the Consumer Product Safety Commission (CPSC) and which is clearly labeled by the manufacturer as satisfying such standards. Helmets not labeled as approved by the CPSC, but meeting one or more of the following standards: Snell B-90, Snell B-95, ASTM 1447-12, CEN European Standard, Canadian Standards Association, Standards Australia/Standards New Zealand AS/NZS, and Japanese Industrial Standard JIS, may be used by athletes residing outside of the United States. - Any violation of these helmet requirements will result in disqualification. A participant will not be disqualified if his/her helmet strap unintentionally and temporarily becomes unattached, and the participant immediately comes to a full stop and repairs the strap and replaces the helmet while fully stopped.
- Handcycle athletes must obtain approval from Race Director if requesting the use of a bike guide.
- a. Bike guide to be provided by hand cycle athlete.
- b. If approved, no more than one bike guide per athlete.
- c. If a bike guide is approved and provided in a marathon, he/she should follow the normal safety
rules of the road.- i. A bike guide should always be in front and to the side of a handcycle athlete.
- ii. The sole purpose of the bike guide is to shout out any dangers in the road and to keep any runners or oblivious non-runners from getting run over.
***Ventures Endurance has the right to prevent athletes from starting or to remove them
from the course if they do not meet the standards listed in these Event Rules. ***
Ventures Endurance happily welcomes all athletes to participate in our events. Athletes with Disabilities (AWD) include, but are not limited to the flowing athletes, Blade Runners, Visually Impaired Runners, adaptive / Guided Runners, Pushed Athletes, Push Rim, Racing Chair and Hand Cycles. To participate as an AWD athlete you must notify the Race Director of your participation a minimum of 20 days in advance. This allows our staff to ensure the safety and security of each athlete on the course prepare the ES (early starters) corral for athletes. To ensure your spot and be approved as an AWD participant please contact awd@venturesendurance.com. Should there be a duo team, a coupon code may be provided for the pusher/coach by emailing awd@venturesendurance.com.
Prohibited Items
For the safety of our runners, volunteers, spectators, sponsors, and vendors, the following items are prohibited from all Statesman Capitol 10,000 events and venues:
- Firearms; the carrying of firearms is prohibited at all Statesman Cap10K sanctioned events, in addition, firearms are explicitly prohibited in Palmer Events Center and all City of Austin Parks including Vic Mathias Shores.
- Knives, including but not limited to: swords, spears, daggers, sabers, Bowie knives, any knife with a blade over five and one-half inches, and machetes.
- Any item that could be considered dangerous includes, but is not limited to: mace, tasers, knives, bats, tools, and sharp objects.
- No bags of any kind will be allowed in the start corrals or on the course. ‘Camelbacks’ and similar hydration systems are permitted.
- Unmanned aircraft systems, drones, photography mini-copters are prohibited. The taking off and flying over of any part of the course is a violation of Statesman Cap10K controlled property by the City of Austin Special Event Permit and will be considered trespassing. In addition, all photographs and video recordings of the event are considered property of the Statesman Cap10K.
- Glass containers, styrofoam, and single-use plastic bags are prohibited at the event.
- Only registered runners wearing their personally assigned bib may participate in the Statesman Capitol 10,000 race.
Exceptions
Any individual requesting a waiver of any of these rules must submit a written request no less than 30 days prior to the Event date specifying the nature of and reasons for the request.
Amendments
Event officials reserve the right to modify, supplement or waive all or part of the Event rules.
- Participants shall be bound by any modification or supplement of the Event rules published prior to the Event.
- Rules related to COVID safety and event procedures will be published in the months prior to the event and all participants will be expected to comply.
- Failure to follow these Event rules, as may be amended, will result in immediate disqualification, loss of prizes and removal from official results.
